Instant spell effects instead of minimum duration of 1

How do I set a damage spell effect to a duration of 0 for instant effects in OpenMW? I have made a magic item that shoots a fireball for ten damage over 1 second which is the lowest it can be set. In the default game of Morrowind this same item does damage instantly but in OpenMW it deals the damage over a duration of 1 second and resets itself if the target is hit again before the initial duration expires. This ruins the ability to spam a cheap spell rapidly to quickly damage enemies. How can I change the enchantment spell behavior to be the same as in Morrowind in which the damage is applied instantly?
