Make NPCs climb around the water instead of staying stuck in it forever

I am doing this quest where I am escorting this NPC somewhere, and along the way I entered a mine. Now at some point, I entered the water and he chose to do so as well. There is a stone bridge you can use to get to land, but he chooses to go the impossible way, to climb on land directly from the water.
Is there any way you can make AI choose to go on land or make a workaround to not have to use console commands to do this? I tried to move very slowly so he can follow me on the bridge but he just gets back in the water :lol:

If you enable the navmesh debug overlay (togglenavmesh in the console), what does the bridge look like?
