Main Quest: No new quest after talking with Vivec

Perhaps someone knows how to continue. After becoming Neverarine and Hortator I've talked with the Archcanon and then Vivec. I've talked with him about every topic available and he gave me some plans to attack Dagoth Ur. But I now don't have any new quests to continue in my journal. I've tried to talk with some people at the ghostgate but I don't have any topic where anyone would give me a map like the wiki says.
I've gone and killed Dagoth Odros to see if this triggers any quest but still nothing. Does someone know what I should do to get the last quest?

I have the armour from Vivec so I probably could just go and defeat the final boss but I would like to do it correctly.

Ok it looks like looting the Keening artifact gave me the journal entry for the The Citadels of the Sixth House. At least something, but still weird how I didn't get anything from Vivec.

I have encountered the same and found very few people in ghostgate do have the 'inside the ghostfence' topic.

Only the bouyant armigers on https://en.uesp.net/wiki/Morrowind:Tower_of_Dusk do have it, and several are involved in other quests.

Personally I goto https://en.uesp.net/wiki/Morrowind:Drelyne_Llenim , as she's in the same room as the trader in tower of dusk and easy to recognize (chitin armor + magical shield).
