Frame Stuttering(?) Issue

Hello I am experiencing a "bug" that involves micro stuttering, I am almost certain that this doesn't have anything to do with my system because I have looked at all the other forum posts and saw that a lot of people have this problem because they have OpenMW and/or Morrowind installed on a HDD.
I have it installed on a SSD. So with that out of the way could your guys/galls please help me out? Ill dump my specs below and attach a screenshot, and sorry about the spelling and grammer English isn't my fist language.
Processor Intel(R) Core(TM) i5-8400 CPU @ 2.80GHz 2.81 GHz
Installed RAM 32.0 GB
System type 64-bit operating system, x64-based processor
Graphics Processor NVIDIA GeForce GTX 1060 6GB
Monitor 2560x1440 @75Hz generic PnP Monitor
SSD Samsung SSD 860 EVO 500GB
PS: Happens noticeably more when moving
