Helm of Tohan?

Do we have a bug with the Helm of Tohan quest? You're supposed to start it with "Latest rumors" in Dagon Fel, but no one seems to want to talk to me about it. Has anyone else tested this?

Using the Daily PPA for Ubuntu. Tried this day before yesterday.

Just tried this with the latest git version : loaded eb_artificat.esp last in my load order, "coc dagon fel" to go there, then the 1st person I meet latest rumors : I have heard of an ancient helm...
it works !

Hmm, I changed it to last in my load order and it works too. Definitely something going on there. Will do some testing.

Yea, looks like it's just a buggy plugin. Bloodmoon without a "latest rumors" fix breaks it too. Nothing to see here.
