Magicka not restoring after resting

Hi I'm pretty early into the game and my magicka isnt restoring when resting

I've ignored it for a while but now it's pretty crucial as I've gone battle mage

Anyone know why?

Your character wouldn't happen to have the Atronach birthsign, would it?

Also, are you sure you're resting? If you're in a town, you'll wait instead of resting, and that won't restore magicka or health.
