Dehardcoding skills and attributes numbers

I swear I saw this was a planned feature in the future but I don't know where I saw it.

The Dehardcoding of the amount of skills and attributes that can be added to the game. Such as adding a Constitution Attribute, and a Survival Skill.
Plus removing the hard cap of skills and attributes

An attachment to the Multiplayer element, server could add attributes to the game if more a created or edit the cap for balancing.

As a side note, maybe already possible, hiding skills until inital learn.
How does someone who has never used magic know how to cast spells?
