Cell Preloading (behind the scenes)

Hello everyone! Really glad to be here!

I have a few questions for you regarding cell preloading of Morrowind / Bethesda game engine / OpenMW:
1. Are there any other open world games that utilize / employ such cell preloading system / technique (I especially interested in games released before or contemporary to TES 3 Morrowind)?
2. Where did this idea come from?
3. What exactly is being preloaded?
4. If the answer to the first question is "no one" then why don't other open world games employ / leverage this technique? (such games as Gothic 1 / 2 / 3, GTA 3 / 4 / 5, Ryzom, Witcher 1 / 2 / 3, etc)
5. How exactly do other open world games solve the problems that cell preloading solves?
6. Is it possible to employ / leverage / implement this technique / system inside Quake / idTech / BSP+PVS based game engines / games (yes, I love experiments :D )?
7. How is it possible to handle stable and high FPS with all or almost all cell grids being preloaded simultaneously? What or which techniques OpenMW employs to achieve this?
