Dev Setup - Unshield issue

I am on Debian (Stretch) and unfortunately it looks like libunshield-dev is not available in the repo. What is the best way to fulfill this dependency?

Unshield is only required when installing Morrowind from a CD, if you have Morrowind on Steam or an existing install that was installed on Windows you can build OpenMW without unshield.

We're aware of this. It is painful, but until upstream (or anyone really) fixes the issue it will likely be removed from Debian.
