Cannot turn on the Level-up skills tooltip

This page of the wiki claims that there is a tool tip that will show the number of skills I've leveled up per attribute. For the life of me I cannot figure out how to turn this on. Can anyone help me with this?

Update your OpenMW to version 0.47.
