Using the Latest RC for OpenMW 0.47.0 that you get from the latest news article.
So far I've been having a good time with OpenMW and some few mods, however, specially near Vivec for some reason, I see some NPCs like the gondolier guys or the shipmaster missing. At first I thought maybe BCOM changed position of them. But after using TCL I found them swimming below the ground.

Here's an Image showcasing the gondolier guy and one Ordinator, they immediately seem to fall to the water after I travel to vivec using the Silt Strider or the boat.
Later when I was walking towards vivec rather than using a quick transport while looking at vivec's Foreign Quarter from a distance (before it loaded completely) I noticed one random NPC spawned before the building and see him falling to the water. Also In balmora I've noticed Heddvild was below ground for some time.
The mods I'm using are:
Better bodies (also Westly's pluginless heads), Better Clothes Complete and Better Morrowind Armor
Patch For Purists
UMOPP
Beautiful Cities of Morrowind
Tamriel Rebuilt, Province Cyrodiil and Skyrim Home of the Nords (of course with their proper BSA files)

I decided to see what happens without any mods and to my surprise, after travelling to vivec by either boat or Silt Strider, the NPCs were completely fine. Went there and back many times and they didnt fall to the water.
My guess would be something like the mods make stuff load longer, for some reason some NPCs load before the buildings and their collisions, making them fall to the water or worse, drown!
I hope there's a solution for this or if it can get fixed in the future since it can be quite annoying if some important npc like shipmasters ends up drowning.

I can confirm the latest Nightly build does fix the issue! Travelling to Vivec spawn the gondolier guy and that random ordinator properly and they arent taking a bath on the inner sea.
If possible could this fix be present on release 0.47? or does it something that only works in 0.48?
