[Solved] Slight stutter or "choppiness" when turning

I'm on windows 10, using OpenMW 0.45.0.
The installed mods are as follows:

-Morrowind Optimization Patch
-Patch for Purists
-UMOPP

I don't know if you can notice it on this recording (https://youtu.be/CYjANlT0Ycs) but there is a slight graphical 'stutter', or you could call it 'choppiness' when turning. It's not a big deal but I was wondering if you all had any advice on how to smooth it out.

My PC specs:
Core i5 4690K
EVGA GTX 970 Superclocked 4GB
8GB RAM
2 SSDs

What's your average fps? You might benefit from turning on vsync, if it isn't already.

Thanks a lot, that seems to have done it. I didn't know there was such an option. It was checked on the launcher but not in game.
I get good fps, about 200 outdoors and 700 indoors.
Now, another issue (which again is not a big deal, but I'd like to fix it if possible);
When I'm moving, the floor seems to "move". I don't know how else to explain it, or flicker is probably the best word.
Do you think I should cap the FPS to fix this?

Turning animations were not designed for such high FPS.
