As was predictable, I messed with the 'value' settings of the lights. Setting them lower (counterintuitive) fixed things. YES !

Now I still think the lamps aren't lighting up the areas (walls, ground etc.) as warmly as in your examples--perhaps you have mods I don't--but maybe this is just the art-style of the game and I have to accept that ! Cheers.

As things stand, no amount of tweaking .cfg gets OpenMW close to Morrowind lighting. At least with my build of current git master.
