Low GPU clocks

Hi!

My problem with OpenMW is that the GPU clocks of my Vega 64 won't rise to maximum, as it does in any other game. It just floats around 1000Mhz, but in any other game it's around 1600mhz. Also the VRAM frequensies don't rise.
The CPU is 6700K and RAM is 16GB of 3000Mhz DDR4.
Tried updating drivers, still nothing. What could be a problem?

Probably because your GPU is not fully utilized (Morrowind does not have such complex things to render), so the GPU driver does not bother to rise clocks.

OK, so the bottleneck is the 2 CPU (threads) I presume?

There are more than two threads, but it's likely that two of them will be doing most of the work. Annoyingly, it's also possible that it's the one responsible for telling the GPU to do things that's holding things up - we generate more work for the graphics driver to do than we'd like, so sometimes the engine is waiting for things to be drawn and the GPU is waiting for things to draw all because we're asking it to do so little at once that there's a lot of overhead.
