Strip over screen -- what causes this?

Can anyone please identify this blue-black glitchy twitching thing in the top part of the screen? I can't help myself thinking I've encountered a similar issue once, but unfortunately I'm probably too much of a noob to realize what's causing it. Maybe drivers? Any help much appreciated...

(BTW: in viewtopic.php?f=2&t=4316 (the Board Index/General/General Discussion/[Read First] Support FAQ) there is a typo--in the Introduction part, written by those huge ass red letters, there's "bellow" instead of "below". Just mentioning.)

My first guess would be that it's hilariously broken GPU drivers, but it reminds me of an issue I had when trying to run something in WINE once, so if you happen to be using a Windows build on a Unix system via WINE, I'd suggest trying one compiled for the OS you're actually using.
