Frenzy Humanoid Spell is Not Working

I don't use any mods that state to explicitly change spells. I used sc_mondensinstigator scroll and the yields same bad results of frenzy not working.

Are you sure the effect of the scroll is powerful enough to make the NPC fight? Check the NPC's fight rating by using GetFight.
I tested it on Ian NPC in Ebonheart. His initial fight rating was 30. His modified fight rating became 60, which is pretty low.

I agree with Capo that that may simply not be affecting the NPC. I would recommend making a temp save, going to a spellmaker vendor, setting up a frenzy 100 for one second on touch spell and testing this on various NPCs to make sure. The temp save can be used for this one time test and the reason I say to test that is that the spell you show in the video only gives 5 points of frenzy, which is not likely to trigger most targets to attack.

(Yes, many of the Morrowind default spells are weak. I don't know if there is a more powerful frenzy spell but I usually get the cheap ones and then use a spellmaker to make more powerful spells.)

Please test this out and let us know if this is still an issue

Yes the spell and the scrolls were too weak. I created spell with 51-57 pts of frenzy for 2 sec and it worked but I don't know why two other NPCs attack me even though I did not cast spell on them. I wanted to make Sovor Tandel in Council Cornerclub inn to attack me so I can loot his key for Sugar-Lips quest (Thieves Guild). When I cast frenzy on Sovor Tandel two other NPCs - Mavasa Aren & Vadusa Sathryon attacked me as well.

I think that there is some kind of follow or other setting for those NPCs. Specifically, I know that there is a quest https://en.uesp.net/wiki/Morrowind:Larr ... Bad_People to kill those NPCs and if you attack one of them they all mob you. I know that they killed me more than once when I played. It is not a bug, those are the camonna tong characters that all don't like you, they might all follow another of the NPCs (which means that they would automatically defend who they follow) and you probably have to come back and try later at higher level
