Config tweaks for Skies IV

I'm installing Skies IV as described here (https://modding-openmw.com/mods/skies-iv/). And I've a couple questions about editing the config.
Does it accept comments? Can I just comment out the original values and leave them in tact?
If I just add them all towards the end of the file, do I even need to edit the ones higher up? Last in wins kinda thing?
Ideally I'd like to be able to leave the default values in (either with a comment or without hoping they'll be overriden) and add in the Skies IV tweaks all in one block with a comment on either side so I can uninstall easily as needed. If my above questions don't answer this, is there another way to accomplish it?
