Balanced fast travel

Hi guys. I'm interested in making a mod for more balanced fast travel. I like vanilla Morrowind fast travel in a lot of ways, but I find the forms of teleportation too cheap and accessible. Why does it cost more to take the Silt Strider than the guild guides? Why are the Intervention spells so easy to cast? It seems like such a powerful form of transportation would be a luxury. So I'd like to create a simple mod that does these things:
  • Make guild guide travel cost around 200 gold until the player character is a high ranking mages guild member
  • Make the magicka cost higher and chance to cast lower for Almsivi and Divine Intervention
Obviously the vanilla game makes these easier for the sake of player convenience, but it would be cool to make teleportation difficult for low level players to naturally encourage walking.

Does anyone know how to do this?

I think you can do this using tes3-cs, there are some options you can change by checking out the particular spell in spellmaking section.

Currently, its not possible to do this using conventional methods. But I believe you can do this through dialogue options and scripts.

I believe Morrowind Rebirth does this, you should check it out and try to see how they do it.
