How close is the project to new spell types

So i played around in the openCS trying to make a new creature. the idea was to make a creature who's entire animation kit was a single spell effect that was not targetable and wouldn't draw agro. It would simply act as a homing magic tornado (that would eventually be a summoning spell). of course i could not get it to work for the life of me. So I was wondering how possible this would be in the future because TES3 needs some serious combat/spell overhaul to make it interesting again.
