Currently all quest points/markers for any Elder Scrolls game is a singular point or reference in space. This is basic, and accomplishes the job, however it makes it so that there's 0 guessing or complication in where a quest objective is. Which is not immersive, and doesn't actually mesh well with the literal objectives. Permitting quest targets that are not points, but rather areas on the map would allow quest targets to better reflect the quest dialogue, and let mod makers have far more flexibility with where they put their quest targets.
For examples on how this sort of quest zone system works, you can look to most MMOs such as Lord of the Rings Online and WoW.

This kind of changes belongs in a mod, not in the engine.

In Morrowind the best implementation of quests - there are no quest marks, except marks of places on the map that some quest givers add, everything is as realistic as possible, no zone targets are needed.
