Encoding selection on first run

People using a non-Latin version of Morrowind have to specify the encoding to use by editing openmw.cfg manually. They have to do so before importing Morrowind.ini, because values imported are garbled otherwise.

I think it is preferable to let the user select an encoding on the launcher's first run.

Here is the encoding option description given by OpenMW command line help.

win1250 - Central and Eastern European 
such as Polish, Czech, Slovak, 
Hungarian, Slovene, Bosnian, Croatian, 
Serbian (Latin script), Romanian and 
Albanian languages
                                        
win1251 - Cyrillic alphabet such as 
Russian, Bulgarian, Serbian Cyrillic 
and other languages
                                        
win1252 - Western European (Latin)
alphabet, used by default
