Quick setup question

Hey all. Is it possible to install OpenMW without an internet connection? Looking to back it up on my HDD along with Morrowind setup files (GOG version). Edit: nvm figured it out. What I would like to know instead is how to fix the microstutter I get when I enable VSync. I remember having this microstutter when using vanilla Morrowind + MGE XE. Then I installed Morrowind Code Patch and it went away. No idea what to do here.
