They also had something like it in Just Cause 2, though I don't remember them using dynamic weather for it and just using it for places where the weather is always the same. One thing to consider for a dynamic weather system is to simply draw the whole map as a grid and use some sort of Perlin noise...

GPL protects both source and compiled executables, IIRC. Either way, you can definitely charge a fee as part of giving out the executable files, but can't make it illegal to share them.

Technically, though, under the GPL, it doesn't actually work that way. What OpenMW created for the software is under GPL (not really "theirs", as that's a general license for the public), and what you make for the software is forced to be under the GPL if you want to benefit from the GPL c...

Actually, the GPL shouldn't be an issue for expanding OpenMW. Sure you can't make improvements to the engine and keep them to yourself, but you aren't going to see your whole work in creating content for OpenMW go to naught.
