I believe the problem is, as was said above, that there is just one single water plane for the entire game world, and everything is exactly at the same height - so the river in Balmora is exactly at sea level and so forth. You can see that for yourself, just enter "tcl" in the console and ...

Interesting... I didn't know that the issue with NPCs slowly changing their position over time was still present in OpenMW. Does that mean it was build in intentionally? Why not include a function to scan the data files folder for BSA files and register them automatically? I have absolutely no clue of programming, but it doesn't sound like a very hard thing to do.
