Glad to hear it's now fixed - though that probably means the clashing mod is no longer working quite as intended. Just re-tested and the intervention spells are working again now - must have been something else disabling them.

I don't have Tamriel Rebuilt installed, so I'm using the non-TR one. It's probably worth you trying the non-TR one - if that works for you, we've narrowed down the problem. It's working for me, on a recent nightly for 0.42.
It appears to disable intervention effects, both almsivi and divine, but that's probably not unreasonable as a tradeoff.
What precisely is happening when you say it doesn't work?
Is there anything useful in the log?

Has there been any progress on this? As people such as myself come on board because the openMW engine works just as well as the vanilla without the bugs, they will tend to be less amped to use a product that must be installed by hand. Couldn't this be built into the launcher? Can I concur with this...

Not entirely true, I think - Morrowind has run fairly well on Wine for many years. But in recent years OpenMW has been a far superior solution.
