Sorry, my mistake, an erroneous attempt to optimize spell success chance calculation broke spell school determination. Will fix in a bit.

For the record, this doesn't affect 0.46.0.

Posting a reminder that OSG 3.4.2-based OSGoS should either be built (macOS) or rebuilt (Linux). Looks like future Windows builds should be fine.

Check openmw.cfg, you probably have two installations of Morrowind and launcher lists all files from them. However, OpenMW itself (and OpenMW-CS) will only load the latest copy of an ESM file. In OpenMW 0.46 the launcher will only list one copy of a file.

Status update: Malformed TGA transparency fix has been merged to upstream 3.6.x and cherry-picked into OSGoS 3.4 branch so there no longer should be problems with Graphic Herbalism in builds that use the updated OSGoS.
