It can't be talked with because it's knocked down due to negative fatigue (scripted). Not sure what should happen in this case.

I guess it should be possible to open the inventory of creatures when they are knocked down?

I'm already mostly working with Oblivion assets though since the leap between Morrowind and Oblivion is probably about equal to one between Oblivion and say New Vegas assets. It's this issue, I think. Somehow the running glow map flip controller makes the vanilla engine ignore that the insects lack diffuse textures for that particular segment of their model and not replace it with white. NifSkope doesn't imitate something like this.

Working on extended NIF support just for fun, it's based on the upstream OpenMW. It can currently load and render severely stripped down Oblivion meshes (20.0.0.5) and probably not much else. Maybe Fallout 3/New Vegas if you strip down their meshes to Oblivion too. May have broken it in the last bu...
