What does the actual texture look like? It might be that it is a normal map after all, but with a weird name, for example.

The water shader approximately requires that the whole scene is rendered twice from two different camera positions, so a big performance hit is expected.

It's just a zip file. You can work in those natively in newer windows versions. Only sort of. For example, the context menu is missing most items when you browse into a zip archive, and you can't set the working directory of a process to somewhere within the archive. I'm assuming you've used the script to set up your development environment instead of doing everything by hand. If so, then I don't think it sets up absolutely everything correctly. You might have to tweak the setting in the attached screenshot:

The 580 has been released now, which, while just a rebadged 480, does come with a bit of an overclock, so can keep up with the 1060 in more situations. There's not much point getting the 480 right now, as something marginally better has been released for what should be the same price.
