A similar problem at https://www.reddit.com/r/Morrowind/comm ... ion_marks/ appears to have been caused by failure to configure bsa files for Tamrieal Rebuilt.

Other similar problems appear to have been caused by configuration issues with MGE, which shouldn't apply here.

Looks like Collada DOM was installed, but not the dev package. Now installed and the warning seems to be gone.

You appear to be using tes3mp - this may have different requirements for LUA.

I only use OpenMW, so can't comment on any such differences.

The error message appears to indicate a faulty filepath, and I think LoneWolf's suggestion should be the correct version. Possibly absence/presence of space in DeltaPlugin. Your command line probably needs one in the destination path thus -
"C:\Games\OpenMWMods\Tools\Delta Plugin\delta_plugin.exe" merge "C:\Games\OpenMWMods\Tools\Delta Plugin\delta-merged.omwaddon"

I think you are missing the activation of the topic you have added. Use "AddTopic" on the player character, either in the console or in script, typically run from your npc. After that, the topic will appear in conversation with any npc with that topic and topicinfo defined. I don't know of...
