Never mind, the problem was solved by redditor ReadTheFuckingTUMS:
Disable the rock he's standing next to. Julan's script is trying to get him to a spot that it's blocking. Might have to load a save from before he gets there.

I installed OpenMW 0.48.0 via Flathub on Xubuntu 22.04.
