Thanks for locksplitter info; I tried the usual way for Tax Man quest: find corpse, confront/kill Foryn, get paid 700 total. With the Patch for Purists? or OpenMW, they fixed it, can't kill Foryn first, otherwise quest is broken. Need to find corpse, inform Census, then kill Foryn. No extra gold.

Man, I really didn't need to restart. I remember those bug notes on UESP, just didn't connect the dots; oh well, now I know.
