Summoning anything in town is supposed to be against the law, it just isn't implemented (or doesn't work) in Morrowind. There was a splash screen for the XBox version of the game which stated it.

If one turns on pathgrid display and observe wandering NPC's on vanilla (tpg using the console), they don't stop right on the pathgrid point. Some stop a bit further away, some stop before.
