Doesn't PS4 use DX12 for its graphic API? That would require OpenGL over Vulkan over DX12 at least. Not sure about the other APIs.

IMO this should not be a general purpose knob but rather a per-skill one: there are some skills which level up way faster (for example short blade) and other which take waaaaay too much (for example enchanting).

Except that you can buy enchanted arrows in the vanilla game, thus it's definitely a bug rather than balance.
