Definitely no. Such tool is a big and complicated thing that means multiple dependencies (like tensorflow), non-free voice presets and problems with licenses.
Dependencies can be made optional, licensing issues are harder to deal with instead.

Unfortunately, it's pretty rare for Elder Scrolls mods to have open enough permissions to do anything like sticking several in a zip together, even if you credit the original authors. That problem can be easily circumvented by using the portmod mod manager, which takes care of downloading each mod ...

It'll probably help to know where you were when the error happened. If I'm testing in a different region of Morrowind where the problematic texture isn't used, I'm going to have a hard time reproducing this.
