Plans, yes. Concrete plans, no. Kind of like how I'm planning on going to bed at a reasonable time tonight so I'm not desperately tired in the morning, but I've got fifteen minutes to get into bed to achieve that, and instead I'm on the OpenMW forums.

We don't have defined occluders in Morrowind's data so can't do any good CPU-side occlusion culling. GPU occlusion culling introduces pop-in as query results are a couple of frames out of date. You can work around that by drawing things that you think might be visible, but can only guarantee no popp...

Also, for the foreseeable future, non-Nif animations use DYNAMIC drawables, which delay the next frame until the current one's done drawing. Worst-case, that can halve the framerate.

It's a text-based interchange format, so is fairly slow to parse. I wouldn't like to make a AAA-quality game with Collada assets as you'd be waiting in load screens for eons.
