OpenGL only lets you interact with a context from one thread. There's not actually too much that needs drawing in a specific order, so a far-future hypothetical Vulkan port would be able to get some kind of performance boost, but it wouldn't be a silver bullet on its own.
Ace hasn't got around to building RC5 yet and then it became evident that we'll need an RC6 anyway, so it's less of a rush. Different people make the RCs for different platforms, and it's just a matter of when they've got some free time that determines which happen when.
You actually can get static direct download links via the premium API, but I think you need to have a session cookie for the user who used the API to generate them, so they're not the most useful thing in the world.

The data files tab confusingly shows content files, not data files, as it's inherited the name the original Morrowind launcher used for its equivalent window. MET doesn't provide content files, so won't show up in that list even when it's working.
