We can technically have OpenMW 1.0 without the CS being ready, but need the CS to be ready before we start dehardcoding things, so it's not necessarily going to be delayed, but none of the fun stuff can happen until the CS is done.

To expand further, we don't publicise it as we don't want to be seen to be promoting a piece of proprietary software. We have IRC, too, but unfortunately, it isn't as feature-rich.

If I had to guess, I'd say that one of your BSA files is incomplete, and you only have the first part of it. You should try putting it on your phone again (checking that it's intact where you got it from).

It's all still on my to-do list.

With the amount of time it's taking to get around to stuff, it might genuinely be worth your while to learn some OpenGL if you haven't already. I know I've mentioned that before.

That effect relies on occlusion queries, and your card is fairly old, so might not support them. I've had a look at a table saying what should and shouldn't be supported, though, and it looks like you should be fine with that GPU, so maybe Mesa just hasn't implemented support for that generation of ...

The Android port hasn't been merged into the main project yet, so there's not currently a way to get its on-screen controls in a non-Android build. It'll probably happen eventually.
