I'd try to discuss the feature with the rest of the team, it certainly needs their input before this kind of change would be adopted into the editor code base. No, not that I'm aware of, but thats a good idea. Generally with binary files, as you already know, only one person can work on them at a time. Please post a screenshot of the error message you're seeing.
Make sure you're ordering the data files correctly. You must have the Tribunal.esm selected before the Bloodmoon.esm under the Data Files tab of the OpenMW Launcher.
