Previous reports of this issue all seem to be using the generic tar.gz release. Is this also the case here? If so, you may see better results if you install openmw from the Ubuntu ppa.

libtxc-dxtn-s2tc0 was renamed to libtxc-dxtn-s2tc in Ubuntu 17.04, following the release of version 1.0.
