I've been having an issue recently where my mouse cursor is very laggy when using an in-game menu, such as the pause menu or inventory menu. When I move my camera around in-game, it's smooth.
It only happens when I'm looking at certain areas, like into the middle of Seyda Neen.
It doesn't seem to happen in vanilla, but if I have Zesterer's Volumetric Cloud & Mist shaders, and Vstastek's omwfx-shaders enabled, it happens. I notice that disabling post processing makes it go away, or disabling clouds
.
Staring at godrays often makes it happen
This is all happening while the game is running at over 100 FPS, with no in-game stuttering.
This also never happens inside.
