Issue with Mods on Seyda Neen Dock

I've been following the mod lists for "expanded vanilla" with mods from the "graphics overhaul" list spliced in and the docks at Seyda Neen dont appear correct.

It has to be related to the following mods in the mod lists:
#23 Tamriel Rebuilt
#94 Ports Of Vvardenfell
#99 Seyda Neen - Gateway to Vvardenfell
#221 Ports Of Vvardenfell - TR - TOTSP - Ald'ruhn - Vivec City Patch
#222 Ports Of Vvardenfell - Seyda Neen Gateway Compatibility Plugin
It looks like mods are overlapping incorrectly but I've double checked the above mods and I cant find what the issue is. Any ideas would be appreciated.
