I have reviewed past posts that have gone more in depth on downloading morrowind from steam. I am using textedit and I understand the spacing issue of "AppState" { "AppID" "22320" "Universe" "1" "StateFlags" "1026" }, I have turned off smart quotes, and I have the file named as appmanifest_22320.acf (no .txt). Steam is then placing morrowind in downloads, so I can tell that it is registering the coding. But, I then go to click download the game and it immediately reads DISK WRITE ERROR.

By the "spacing issue", I assume that you have it on multiple lines?

At any rate, you can try following these directions that a Steam support person gave to another user and see if it works for you.
