Well people see it as one in some cases. In the original game it isnt. When people add mods that make night eye and water breathing permanant for the beast races(which really makes alot more sense) then there is a problem.

Well people see it as one in some cases. In the original game it isnt. When people add mods that make night eye and water breathing permanant for the beast races(which really makes alot more sense) then there is a problem.
That is the mod's problem, it interferes with a quest. It is an oversight of the mod-maker, not of the game itself.

Technically, the quest requires you to be underwater and to have very low health. Then it heals you and teleports you and opens the passage and stuff.

People using permanent waterbreathing effects can still accomplish the quest by taking some damage health poisons or other methods to hurt themselves. As long as their Z position is below the requisite height, and that their health is low, it'll work. Inversely, you can drown for hours to no avail if you have a constant regeneration effect that heals you faster than drowning damages you.
