Where are the mysterious <p> tags coming from?

I know there's an option. That's how I was able to use the option in the tests above where I said I'd used it. My issue was that there shouldn't be a mixed Markdown plus BBCode option - it should be one, the other or neither. Also, I'd be happier if the option was remembered account-wide.
