0.48.0 rendering bug (absolute newbie)

I'm brand new to OpenMW and using 0.48.0
I'm using a DVD install of Morrowind GOTY

Things generally look perfect except for some corrupt options when selecting character head (I just ignored that to see how the rest of the game was, and it was looking OK).

Near Vivec I spotted the following odd Dunmer:

I've tried changing a few graphical settings (including disabling shadows, as the topic here about "yellow objects" suggests) and it makes no difference.
The only mods I have are TR data 9, TR 22.11 and TR hotfix. Disabling TR just has the NPC totally disappear.

Does this seem like an OpenMW rendering issue or perhaps something wrong with TR? I doubted TR had any responsibility for rendering, but I understand if I can't ask for help here for something that appears when a mod is loaded...

I realised it's exactly this issue:
viewtopic.php?t=4103

I didn't realise I had to update .bsa's to be loaded in `openmw.cfg`

I also overlooked that this is a typical "exclamation mark" bug; I thought what I was looking at here was definitely _not_ an exclamation mark :D

Same thing can happen in Oldwind if BSA aren't updated.
