Is This Supposed to Happen?

After updating to the latest version (still 0.49 for nightly), I noticed that fortify health/magicka/fatigue effects no longer fortify the base attribute. (See attachment) Is this intentional?

Load order remained unchanged during update, so I don't think it's a mod.

These effects are broken in the original and in the latest version of OpenMW also made in older versions it was better :( it would be better if the developers did not change it!

There's nothing I saw in the release notes about it. Only fixed the Lady.

This issue is when they updated to 0.48 from 0.47. Though I am using 0.49. That issue is from 5 years ago, and has been fixed.
