Resolution resets - can't run native

The native resolution of my display is 1920x1080 and I'm running on Windows 10. I can run the original engine in this resolution (after setting resolution using regedit). However, when running OpenMW, the resolution falls to 1280x720 when in full screen mode. I can set it to 1080p in the OpenMW launcher or in the settings.cfg. When I hit "play", the launcher closes, my desktop momentarily sets itself to a lower resolution, and the game opens in that lower resolution. When I go to settings in game, it indeed says 1280x720. I can then change the resolution in game setting. The screen flashes and the settings say that I'm now in 1920x1080, but when I look around the game world, I see that these are clearly lies - the resolution is as low as it was. Next time I open the launcher or look at settings.cfg, the resolution is set to 1280x720.
The openmw.log file in my Documents/My Games/OpenMW directory honestly states that it is saving my low resolution just before exiting the same (I've checked: the messages appear only when exiting, not before). Looks like this:
P.S. I had this issue with the default engine. Reinstalled the game through Steam - didn't help. Finally ran "Verify integrity of game files." Steam said that it will replace two files (don't know which) and that fixed it. Is there an OpenMW equivalent?

Please help! Where should I look for a settings file that's causing this?... ommitted for brevity ...
Changed setting: [Video] resolution x = 1280
Changed setting: [Video] resolution y = 720
Updating settings file: "C:\...\My Games\OpenMW/settings.cfg"
Quitting peacefully.
