Determine a model of your videocard (e.g. via Device Manager, under Display Adapter section), look for the driver installer on the official manufacturer's website (for Intel hardware - downloadcenter.intel.com).

I don't expect that tool to work under Windows, which is what the OP is using.

I'd consider starting by getting Guru3D's Display Driver Uninstaller, running that, and then rebooting WIndows and seeing what graphics driver Windows Update decides to give you. If that doesn't work, it can sometimes be a pain to get hold of Intel graphics drivers for Windows because Intel expects most users to get them from Windows Update or their computer's manufacturer.
