You can use driconf to force S3TC
For Windows 7? IIRC, driconf is for DRI (a part of X11).

in your opinion what would be the best way to do so? Is there a website I can go to to reinstall my driver?
Determine a model of your videocard (e.g. via Device Manager, under Display Adapter section), look for the driver installer on the official manufacturer's website (for Intel hardware - downloadcenter.intel.com).

I don't expect that tool to work under Windows, which is what the OP is using.
I'd consider starting by getting Guru3D's Display Driver Uninstaller, running that, and then rebooting WIndows and seeing what graphics driver Windows Update decides to give you. If that doesn't work, it can sometimes be a pain to get hold of Intel graphics drivers for Windows because Intel expects most users to get them from Windows Update or their computer's manufacturer.

Arg. This is why one should read the entire thread before answering. Sorry for the noise :/
