Two Odd Behaviors

I'm not sure if this is because I had previously installed Morrowind with the MSGO 3.0 patch but odd things from new game.
Some Pewter items look like they're glowing, but I suspect the texture just isn't mapped onto it.

The Man in the First office that gives you the papers, the guy sitting at the desk just floats into the air, and the other guy just looks up at him.

Oh and a book on the table is gibberish and I can't read it.

Rocks also have weird rendering.

Read this, this and this articles.

TL;DR:
1. Animated Morrowind is not compatible with OpenMW yet (an old well-known bug).
2. OpenMW uses an approach for normal mapping different from the Morrowind one, so graphics replacers need to be converted to support OpenMW.
An another problem is NiTextureEffects in NIF files.

About books: I guess that the "encoding" parameter value in your openmw.cfg does not match the actual encoding of your ESM/ESP files, so an engine can not decode strings properly.

So I guess no easy way to fix the graphics weirdness, other than reinstalling vanilla?

Yes there is. At least for the rocks.
